한국원자력환경공단 설립 10주년, 국제 심포지엄
올해는 한국원자력환경공단이 설립 10주년을 맞이하는 뜻깊은 해입니다. 지난 2014년 10만
드럼 규모의 1단계 동굴처분시설을 준공했고, 원전 해체 등에 대비해 2단계 표층처분시설 건
설을 추진하고 있습니다. 이와 더불어 고준위방사성폐기물 관리를 위한 준비를 철저히 해야하
는 요구를 받고 있습니다.
공단은 국민의 생명과 안전을 최우선가치로 여기며, 소통과 혁신 노력을 통해 안전한 방사성
폐기물 관리를 위해 노력하고 있습니다. 특히, 방사성폐기물 안전관리를 위한 기술력 및 전문
역량 확보 등을 위해 방사성폐기물 분야 선도국과 국제협력을 강화하고 있습니다. 나아가 공
단은 방사성폐기물 안전관리 체계 구축을 위한 다양한 노력을 하고 있습니다.
한국원자력환경공단이 개최하는 제6차 방사성폐기물 안전관리 국제 심포지엄은 방사성폐기
물 관리의 합리적 정책 결정, 안전한 기술 확보, 소통을 통한 신뢰 확보를 위한 방안을 국내외
전문가를 모시고 논의하는 자리가 될 것입니다. 아울러, 우리 방사성폐기물 관리사업의 현안
인 해체폐기물 관리와 고준위방사성폐기물 관리에 대한 해외 경험 및 우수사례를 공유하는 자
리를 함께 마련하였습니다.
제6차 방사성폐기물 안전관리 국제 심포지엄에 많은 분들이 참석하셔서, 방사성폐기물 관리
사업에 대한 따뜻한 관심과 소중한 의견을 보태어 주시기 바랍니다.

There has been recently growing needs in Korea that the public
services should be based on social trust and confidence, and create
additional value for our society beyond their mission itself.
In this regards, the current regime of President Moon has put
much emphasis on ‘Social Value’, which means the value that could
contribute to providing the public with benefits and to developing
the community, implying the diverse concepts such as welfare, safety,
volunteering, cooperation, balance, ecology, ethics, human right and
justice, opportunity for the minority, etc.
Also, concerns have been raised over how we could respond
to new challenges, the 4th Industrial Revolution. The 4th Industrial
Revolution, characterized by ‘hyperconnectivity’ and ‘superintelligence’,
represents the combination of cyber-physical system, Internet of
Things and Internet of Systems, and is expected to transform the way
that we live by giving huge impact to all disciplines and industries.
Meanwhile, efforts for communication with stakeholders and innovation
are fundamental and critical factors to success of radioactive waste
management since it grows out of trust enhancement and technological
development. In particular, radioactive waste management program
in Korea, as one of the public services that the government is primarily
responsible for, should get along with the national policy and agenda,
and be initiative and proactive in dealing with environmental changes.
In other words, radioactive waste management cannot avoid or
escape the new waves of this era, such as ‘Social Value’ and ‘the 4th
Industrial Revolution’.
It is envisaged that the environmental changes and challenges
mentioned above are not the only matters for Korea, but also what
every country is affected by and faced with. The 5th International
Symposium on Safety Improvement & Stakeholder Confidence in
Radioactive Waste Management (SaRaM) is intended to provide the
opportunity to exchange and discuss information, knowledge and
experiences of each country, with special focus on creating ‘Social
Value’ to the local communities hosting radioactive waste management
facilities, and innovating radioactive waste management activities
using core technologies of the 4th Industrial Revolution. In parallel,
good practices of management of high level waste and decommissioning
waste will be shared and discussed, in order to be fully prepared for
new energy mix outlined that Korea’s dependency on nuclear energy
would be gradually decreased by fading out nuclear reactors.
As a hosting organization, KORAD would welcome and appreciate
every person interested, and every opinion brought out during the
5th SaRaM.

최근 우리 사회의 화두는 단연 ‘공정’과 ‘혁신’이 아닐 수 없습니다. 특히
공공부문이 사회적 가치 창출과 4차 산업혁명의 변화에 적극 대응하여,
공동체의 발전을 견인하는 역할을 해야한다는 사회적 요구가 높아지고
있습니다.
방사성폐기물 관리는 안전한 기술과 국민의 신뢰를 바탕으로 추진되
어야 하고, 따라서 소통과 혁신 노력이 필수적으로 수반되는 대표적인
분야입니다. 즉 4차 산업혁명 기술을 활용한 안전하고 효율적인 방사성
폐기물 관리를 실현하고, 이해관계자 및 지역사회와의 파트너십 구축을
통하여 지역경제 발전을 통한 균형성장, 주민참여 활성화, 복지 확대 및
다양한 기회 제공 등의 사회적 가치를 창출하는 등 방사성폐기물 관리의
지속가능성을 위한 방안을 계속적으로 모색해야 합니다.
방사성폐기물 관리를 추진하는 해외 국가 역시 이러한 사회적 요구에
서 자유로울 수 없을 것이라 생각합니다. 한국원자력환경공단은 제5차
방사성폐기물 안전관리 국제 심포지엄을 개최하여, 방사성폐기물 관리
사업이 지역사회에 공헌하고, 4차 산업혁명의 물결에 지혜롭게 대응하
기 위한 방안을 국내외 전문가를 모시고 논의하고자 합니다.
아울러, 국내 방사성폐기물 관리사업의 현안인 고준위방사성폐기물 관
리와 해체폐기물 관리에 대한 해외 경험 및 우수사례를 공유하는 장을
함께 마련하였습니다.
